Graduate Certificate in Health Management QUT Through the Graduate Certificate of Health Management I have developed the knowledge and skills required to enhance professional development and management in the Health Services System for example: preparation of annual funding estimates; forecasting the demand for services and allocating budgets; improving and maintaining delivery of the health service by planning the services and accounting for the cost of care and the distribution of staff; representing the health service by attending meetings, seminars and functions; talking to members of the community, local interest groups, local politicians, industrial associations and the media in relation to the organisation and/or services provided; acting as liaison officer between the governing body of the health organisation and health authorities; managing staff; taking part in identifying problems and needs within the health service by attending staff meetings; liaising with medical, nursing and allied health staff; interpreting industrial awards and other regulations concerning staff employment contracts; developing and putting in place new policies and procedures; participate in the promotion of occupational health and safety management within the organisation. Organisational Behaviour This unit provided me with a thorough understanding of the behaviour of people at work, especially in the context of Queensland Health organisational change and development. It analyses behaviour at the individual, group and organisational level. I gained an understanding of the complex interactions that influence the effectiveness of different management strategies and organisational structures under different environmental and technological conditions. Change management and its ramifications was also considered. Successful completion of this unit enables me to: develop an understanding and examine individual behaviour and its impact upon work organisations; strengthening my appreciation of the importance of motivation and job design as determinants of employee satisfaction and performance; holding an understanding how groups develop and function, and how group norms affect performance; possessing an understanding to apply the various styles of leadership and conflict management; comprehending the relationship between organisational structure and the internal and external environment; understanding how organisational effectiveness is influence by factors such as power, control, climate and culture. I understand the process of organisational change and identify strategies for organisational development; appreciating how managerial performance can be enhanced by an understanding of organisational behaviour. Human Resource Management This unit introduced me to the importance of strategic human resource management for line managers within Mental Health in an organisation that operates in a complex environment.; which develops awareness to a broad range of key issues in strategic human resource management. I apply concepts in Human Resource Planning, Workforce Design and Acquiring Human Resources in my own business. Issues such as Human Resource Performance, Managing Industrial Relations, Equity in the Workplace, Occupational Health and Safety and Human Resource Development were illustrated with case studies and best practices examples. Financial Management This unit assisted me in managing an understanding of the present context of financial management in the health care area; I developed a more business-oriented approach; handled devolution of responsibility and accountability; and obtained, interpreted and acted upon financial information. I covered topics such as: the competitive framework in health care; financing the Australian Health Care System; financial planning and allocation of resources; managing accounting and other financial information; Case mix, clinical costing and financial activity performance analysis; and an introduction to economic evaluation and business planning. By completing this unit, I am able to: understand the competitive and strategic management framework and structures of the health care system; analyse the theory and practice of contemporary health care financing; apply knowledge and skills of budgetary processes and control mechanisms in the allocation of fiscal resources; explain the accounting framework and the relationships between various financial statements and accounting reports which are prepared to facilitate effective management and decision making; identify the principles and processes of cost allocation, activity based funding and methods of performance analysis in a Case mix environment and apply investment appraisal and business planning strategies to the health care environment. Operational Management This unit integrated three critical areas of operational management, project management, information management and quality management. These three areas were integrated through a comprehensive assessment based project, which I completed based on my own region. I developed an analytical framework that permitted me to extend beyond the skills-based approach to operational management, which helped me to advance my critical thinking on situations relevant to rural health. The aims and objectives of this unit were to facilitate the development of my skills and analytical abilities in areas critical to management of operations through: an understanding of the steps in undertaking project management; an appreciation of the relevance of project management to broader management issues; an application of a project management structure to specific Rural Health case examples; the integration of an operations approach to management of products and services into a broader strategic framework; the differentiation between quality assurance from quality control and quality management; the application of quality measurement techniques in the healthcare setting; an understanding of the role and management of information systems in operational management; the use of information networks both internal and external to the organisation; an assessment of information technology hardware and software; distinguishing between data use and data management; the full integration of each of the critical aspects of operations management.
